The Ministry of Energy informs that the updated funding conditions for residents wishing to install solar panels for household use, increase the capacity of previously installed solar systems, or purchase solar panels from remote solar parks, have come into effect.
A total of 15 million euros will be allocated for subsidies for solar panels from remote solar parks, while over 35 million euros will be dedicated to the installation of solar panels on residential rooftops. Calls for applications from residents are planned to be announced at the end of February.
"We aim for Lithuania to produce more electricity from renewable sources annually than the country’s total electricity consumption by 2028. Therefore, it is essential to continue the rapid expansion of solar energy. It is important to continuously improve support conditions to make the development of green energy more convenient and easier for residents. The updated funding conditions introduce additional improvements: from now on, individuals wishing to change the electricity consumption site will not need an APVA permit, and there will be no need to reserve funds for the subsidy, as the grant will be paid for already installed solar panels," says Energy Minister Žygimantas Vaičiūnas.
The subsidies, according to the approved funding conditions, will be financed from the funds of the Economic Recovery and Resilience Instrument. Compared to previous calls, two significant differences are foreseen. The first is that the calls will no longer be divided by regions. The second is that the subsidy will be paid for residents' expenses excluding VAT, but efforts will be made to maintain the same nominal subsidy amount as before: approximately 255 EUR per 1 kWh of newly installed solar capacity, approximately 191 EUR per 1 kWh of increased (previously installed) solar capacity, and approximately 323 EUR per 1 kWh of solar capacity from remote parks.
Residents are encouraged to assess whether they will want to install energy storage systems in the future and choose the appropriate hybrid inverter right away.
Payment requests and other documents will be accepted after the solar system is installed or after purchasing a part of it from remote parks.
The VAT invoice, equipment acceptance-transfer act, contractor's declaration, and property boundary act must be issued no earlier than February 1, 2022, and no later than the day of submitting the application and payment request. These documents cannot be amended or submitted later, so residents are encouraged to ensure they have all the necessary documents before submitting applications and payment requests.
As before, subsidies will be granted for solar systems with a capacity of up to 10 kW for each eligible electricity consumption site—residential houses or apartments, or garden houses. This capacity is reduced by the power that was previously installed or purchased from remote parks with a subsidy.
