4. How is a CER formed?

cooperative, consortium, non-profit organisation, etc., i.e. to provide the CER with its own legal autonomy through any

deed of incorporation and a statute.

The membership of an energy consumer or a producer of renewable energy to the CER can take place in the legal

establishment phase of the CER, or in a subsequent phase, according to the methods provided for in the deeds and

5. Can large companies be part of a CER?

No, large companies cannot be members of a CER but they can be part of a group of renewable self-consumers.

6. Do those who join the CER have constraints on the supply of electricity?

All participants in the CER - whether they are final consumers of electricity or self-consumers (i.e. consumers who

own a production plant from renewable sources and who produce energy for themselves and for the components of

8. What types of RES plants can be part of a CER? Only photovoltaic

systems?

All plants powered by renewable sources can be included in a CER as production units. Photovoltaic systems

are therefore included, but any type of renewable system can be included in the CERs, including but not limited

to hydroelectric, wind, biogas, solid biomass.

12. What are the state incentives provided for the establishment of

CER?

For all CERs, incentives are provided for self-consumed energy in two different forms:

1) An incentive tariff on energy produced by RES and virtually self-consumed by CER members. This

tariff is recognized by the GSE - which also deals with the calculation of virtually self-consumed energy

- for a period of 20 years from the date of entry into operation of each RES plant. The tariff is between

€60/MWh and €120/MWh, depending on the size of the plant and the market value of the energy. For

photovoltaic systems, a further increase of up to €10/MWh is foreseen depending on the geographical

location. (For detailed information on the economic valorisation of the incentive tariff, please refer to

point 13);

2) A valorisation fee for self-consumed energy, defined by the ARERA - Regulatory Authority for Energy,

Networks and the Environment. This fee is worth approximately €8/MWh (For detailed information on

the economic value of this fee, please refer to point 13 below).

Furthermore, all renewable electricity produced but not self-consumed remains available to producers and is

valued at market conditions. For this energy it is possible to request access to the economic conditions of

dedicated withdrawal from the GSE.

Finally, only for CERs whose production plants are located in municipalities with a population of less than 5,000

inhabitants, a capital contribution is envisaged, equal to 40% of the cost of the investment, from the PNRR

13. How much is the incentive tariff recognized by the GSE worth?

The incentive tariff recognized by the GSE, on the quantity of electricity self-consumed by a CER, is

consisting of a fixed part and a variable part.

• Incentive rate = Fixed part + Variable part. The fixed part varies depending on the size

15. What is meant by virtually self-consumed energy?

The incentive tariff and the ARERA contribution are recognized exclusively on electricity self-consumed by the CER.

This quantity of energy is equal to that virtually shared, in each hour, between the producers and consumers who

are members of the CER, located in the portion of the distribution network underlying the same Primary Substation.

The self-consumed electricity is determined by the GSE, therefore without any burden for the members of the

community, on the basis of the measurements automatically transmitted by the energy distributors to the GSE.

For each hour, the GSE will verify the amount of energy produced by all the plants forming part of the same CER

and the amount of energy withdrawn from each consumer of the CER. The self-consumed energy will therefore be

equal to the lower value between these two sums of energy.

16. What are the methods for requesting access to the tariff

incentive and the ARERA contribution?

The request for access to the incentive tariff and the ARERA contribution must be submitted using the IT portal made

21. What are the eligible expenses for calculating the PNRR contribution?

The following expenses are eligible:

• construction of renewable energy systems

• supply and installation of storage systems

• purchase and installation of machinery, systems and hardware and software equipment

• building works strictly necessary for the implementation of the intervention

• connection to the national electricity grid

• pre-feasibility studies and expenses necessary for preliminary activities

• planning, geological and geotechnical investigations

• works management and safety

• technical and/or technical-administrative testing, consultancy and/or technical-administrative support

It is possible, however, that the same entity may belong to two different CERs with distinct consumption users

or production plants under its ownership.

28. What is a Renewable Energy Self-Consumer Group?

A group of self-consumers of renewable energy is a group of at least two self-consumers who join together to share

the electricity produced by the production plant from renewable sources and who are located in the same

building (for example condominium owners who are part of a condominium in where a photovoltaic system

is installed).

29. Shopping centers can join together as a group of

self-consumers?
